The whole container should be inspected. Cargo containers should maintain their uprightness. If the container is loaded it needs to be properly sealed and maintained.
Any business that is engaged in shipping and receiving containers should have a written procedure that shows how container seals should be stored and placed onto full containers. They also need scripted procedures for container seals that have been tampered with or compromised.
