The Department of Homeland Security has a compiled list of anti-terrorism services and devices like container seals. These security seals show that there has been tampering upon a visible inspection.
Demands of C TPAT Seals:
For cable locks
* To the Manufacturer: The manufacturer is accountable for sealing the container. The seals are to be firmly connected to the handles of the container or the doors of the trailer or rail car. The seal must be high security seal that has met the standards of ISO/PAS 17712, Freight Containers-Mechanical Seals. Manufacturers are responsible for the cargo storage while the handling facilities for the container should set up an accurate security system to prevent improper manipulation. Manufacturers need to make sure that a system is in place for the confirmation of the seal number, weights and quantity of cargo received. They must hold a log of the seal numbers that were issued and used and use the C TPAT seals in a safe manner. Lastly, they have to make it sure that all certification, including electronic data transmission, are thorough with all pertinent seal data upon submitting the cargo to be shipped.
For container seal
* Seal Integrity Responsibilities: The security personnel who have been instructed and trained in the proper use and application of C-TPAT seals must set up the seal for the manufacturing company. To avoid seals being set up in consecutive order, instead of issuing at random, the person in charge will be strictly controlled in accessing the seals. The seals must be put into a secure place, such as a locked cabinet, and the secure location must be exclusive. Only those who are responsible for the inventory and affixing of seals should have access to them. A standardized log must be kept for the security and account for all seals. Before a new seal is issued for the container, all seals that are distant from cargo or container for customs inspection must be put in plain view of the container. They should also create a system of certification and report whatever changes due to customs inspection.
* Carrier: They make sure that the information is true and correct on receipt of container, as reflected on bills of lading and other documentation regarding movement of cargo. Carriers also up a record and point any discrepancies or strange behavior related to seal integrity.

Carriers must have an accurate security system for cargo storage and their handling facilities to prevent improper manipulation of cargo, containers and trailers.
* Importer: They make guaranteed that all related parties know the security guidelines and procedures on how to utilize the C TPAT seals and maintain seal integrity. Importers are responsible for making a process for reporting any seal discrepancies or anomalies.
For container seal
C-TPAT requires cargo container storage be well-kept and that the container be set in an area that is secure. This will protect them as well as keep unauthorized persons from accessing the containers. All businesses should have a written procedure that records what to do in case of unauthorized entry into the container, tampering with the C TPAT seal, and entering the storage location.
